The Alcohol, Tobacco, and Cannabis Commission (ATCC) and the Maryland Cannabis Administration (MCA) have distinct but complementary roles in regulating Maryland’s cannabis industry. The ATCC, through its Field Enforcement Division, is responsible for enforcing laws related to the illegal sale and distribution of cannabis and intoxicating THC products. This includes monitoring and taking action against unlicensed cannabis activities to ensure compliance with State laws. The ATCC’s role focuses on enforcement to maintain public safety and a transparent marketplace.


Meanwhile, the MCA handles the licensing and regulation of the legal cannabis market, including medical and retail cannabis operations. The MCA is responsible for issuing licenses and permits, as well as providing guidelines for compliance. Together, the ATCC and MCA ensure effective oversight and governance of the cannabis industry, with the ATCC focusing on enforcement and the MCA on licensing and regulatory functions.
