Vehicle Identification
To ensure compliance with Maryland state laws, any company or broker transporting alcohol within the state must obtain a Public Transportation (PT) permit, and each truck driver must possess a Vehicle Identification (VID) document. The VID is essential for maintaining compliance with state regulations, ensuring that all alcohol transport activities meet legal standards.
IMPORTANT
Each truck driver is required to carry the original VID issued by the ATCC, which must be properly completed with the truck’s unique identification details, in order to legally make pickups or deliveries at licensed wholesalers.
Below are detailed instructions on how to apply for both the PT permit and the VID, as well as important information on fees, application forms, and processing times.

Instructions for Obtaining a Public Transportation (PT) Permit
and Vehicle Identification (VID)
- Permits and Fee
To legally transport alcohol in Maryland, the company or broker must have a valid PT permit, and each individual truck driver must carry a Vehicle Identification (VID).

The fee for obtaining a PT permit is $75, while each VID costs $10.
For new applicants, the combined fee for obtaining a PT permit and one VID is $85. - Payment must be in the form of a bank check or money order. We are unable to take credit or debit cards, or cash payments, nor are we able to accept ComChecks or EFS/CFM checks.
- Application Process
You will need to fill out an application (MD Form 328) for a Public Transportation Permit.
To legally transport alcohol in Maryland, the company or broker must have a valid PT permit, and each individual truck driver must carry a Vehicle Identification (VID).
- To obtain a Vehicle Identification (VID), complete the necessary application, MD Form 328, for the Public Transportation Permit. Get the form here.
- Ensure that all sections, particularly 1, 5, and 10, are fully completed.
- If your company already has a valid PT permit, include the permit number on the form. In this case, you only need to apply for the VID, which costs $10, and you can submit MD Form 010-1 instead.

Baltimore, MD 21230 - Please allow 2-3 weeks for the processing of your Vehicle Identification (VID) and PT permit. Both the VID and PT permits expire annually on October 31.
- Temporary Vehicle Identification (VID)
- If you need an immediate solution, a temporary Vehicle Identification (VID) can be issued to truck drivers who visit our office in person.
- Prior to arriving, submit either Form 328 or Form 010-1 via email.
- The driver must also bring a live check or money order made payable to the Alcohol, Tobacco, and Cannabis Commission. We do not accept cash, credit or debit cards, ComChecks, or EFS/CFM checks for payment.

- There is very limited parking in the area. Our office is located on a secure floor, so the driver must call the main line at (443) 300-6990 and a specialist will meet you in the lobby.
- The loading dock is here, where you should be able to leave your truck temporarily.
- If you need to obtain a money order locally, you can do so at the Harris Teeter grocery store located near our office.
