Why do I need a
Change of Domicile Permit?
If you are relocating to Maryland and plan to bring your personal collection of alcoholic beverages with you, you must apply for a Change of Domicile Permit. This permit ensures compliance with Maryland’s regulations and allows you to legally transport your private stock of alcohol into the state for personal use. To obtain this permit, you must provide the following:
- Complete Change of Domicile Permit Application Form
- Create an Inventory of Your Alcoholic Beverages Collection
- Upload Application Form and Inventory Spreadsheet
- Send Payment of Fees and Taxes

While a permit from the ATCC will allow you to ship your inventory, payment of the excise tax due should be rendered to the Comptroller of Maryland at your earliest convenience. It must be paid via check or money order and sent to:
