Why do I need a
Change of Domicile Permit?

If you are relocating to Maryland and plan to bring your personal collection of alcoholic beverages with you, you must apply for a Change of Domicile Permit. This permit ensures compliance with Maryland’s regulations and allows you to legally transport your private stock of alcohol into the state for personal use. To obtain this permit, you must provide the following:

To apply for a Change of Domicile Permit, please select one of the options below:

I am visiting a country outside the United States, and will be returning home to Maryland

You are not required to have a Change of Domicile Permit.

U.S. Military Reservations are considered outside the jurisdiction of the State of Maryland. As such, no payment of taxes is required. You may leave this page.

You are not required to have a Change of Domicile Permit.

If you’re currently visiting a country outside the United States and plan to bring home some alcoholic beverages for personal use, you do not need a Change of Domicile Permit. Simply follow U.S. Customs and Border Protection guidelines when returning to Maryland, and enjoy your beverages without additional state requirements. You may leave this page.

You must apply for a Change of Domicile Permit

In order to obtain and Change of Domicile Permit, you my provide the ATCC with:

Complete the Application: You must complete the MD Form 328. You may either download the form, fill it out, and upload the application on this page, or use the online form.
Prepare Your Inventory: You must create a detailed inventory of the alcoholic beverages you intend to bring, including container size, brand name, type, and alcohol content.

Enter your inventory of the alcoholic beverages you wish to bring into this state below. Please fill out the container size, make/brand, quantity of containers, type of alcohol (beer, liquor or wine) and, in the case of liquor, whether it is >100 proof. See example below.

Payment Information

We cannot accept electronic payments at this time.

Payment must be tendered in the form of a check or money order. We will follow up with you after application and inventory submission with the exact amount of taxes owed.

The administrative is $5.00 plus the Maryland taxes incoming alcohol at the following rates:

Wine

.40¢ per gallon

Beer

.09¢ per gallon

Distilled Spirits (alcoholic beverages other than wine or beer)

$1.50 per gallon up to 100 proof.
.015¢ per 1 proof over 100 proof.
