Applicants, current license and permit holders, and their representatives (e.g. compliance companies and law firms) should go to the Maryland OneStop portal to obtain and renew alcohol and tobacco licenses and permits. Click here to access Maryland OneStop

If you are a new user, register (button at top right corner) on OneStop using the email address that is best suited to maintain license communication.
Logging In
Once you have claimed your license, or registered with an email address, always log in with that email address each time to view the status of applications and actions required. You may have multiple accounts with various email addresses if there is a need to separate your activity by business.

Online Application FAQs
Are all the forms now on Maryland OneStop?
Applications for all new alcohol and tobacco licenses and permits, as well as miscellaneous submissions such as Change of Address and Intent to Participate, will now have an online application process.
Will this process make the application more difficult?
OneStop applications include mandatory fields and document uploads, to increase the ability of applicants to submit a full and complete application on the first attempt.
What if multiple people need to sign the application?
Applications requiring attestations and signatures of multiple applicants include an automated routing process, whether you start the process as an applicant, or as an authorized representative submitting on behalf of the prospective license or permit holder. By entering their email address, they will receive a copy of the application to review and sign.
How do I pay my fees?
Payments are made through the OneStop portal, either by card payment or ACH, with confirmation notice by email and/or text message. Check and money order payments are still accepted by mail or drop off. However, credit card payments cannot be made in person.
How do I receive my license or permit?
All issued and renewed licenses and permits as of May 1st are sent by email from the ATCC Licensing Unit email ([email protected]), so please ensure that you check your inbox and junk mail for emails from the ATCC. Licenses and permits will no longer be mailed.
What if I don’t have email?
If email is not a viable option for the applicant who submits via paper forms, note this issue on the paper application in the email address field with the text “no email.”
What do these emailed licenses and permits look like?
Effective May 1st, the licenses and permits have been redesigned to take advantage of the digital format. For an example of the new format, see example.
Do I need to print my license or permit?
Digital documents are now acceptable as proof of holding a license or permit, when required to present a document upon demand, though facilities and events should continue to post the license or permit in a conspicuous place.
- Holders of Solicitor Permits and Public Transportation Permit and associated Vehicle Identification may present a digital permit or printed permit. Both are to be considered equally valid.
What if someone questions my license or permit?
In the event there is a question as to the validity of any license or permit, the License & Permit Database found on the home page of this website is updated daily and should be used as secondary verification.

What are the fees for my application?
The fees vary depending on the type of license or permit. You can find the specific fee listed on the application form. Common fees range from $25.00 for basic licenses to $2,000.00 for more complex wholesale or manufacturer permits. Fees are non-refundable and must be included with your application.
How long does it take to process my application?
Application processing times can vary depending on the type of license or permit. Most applications take between 30 and 60 days to process. If additional documents or inspections are required, the process may take longer. You will be notified via email or mail regarding the status of your application.
Can I make changes to my application after submitting it?
Yes, if you need to make changes to your application after submission, you must contact the ATCC as soon as possible. Depending on the stage of processing, you may be allowed to submit additional documents or corrections.
How can I check the status of my application?
You can check the status of your application by contacting the ATCC Regulatory and Research Section directly at 410-260-7314 or by sending an email to [email protected] . Be sure to provide your business name and FEIN when inquiring about your status.
What happens if my application is incomplete?
Incomplete applications will not be processed. The ATCC will notify you of any missing information or documentation, and you will be required to resubmit the corrected form with the necessary documents. To avoid delays, use the checklist provided with your form to ensure your application is complete.
How do I renew my license or permit?
License or permit renewals generally follow the same process as the initial application. You will receive a renewal notice before your license expires, with instructions on how to submit the renewal application and applicable fees. Be sure to submit the renewal before the expiration date to avoid penalties or interruptions in business.
What happens if my application is denied?
If your application is denied, you will receive a written explanation from the ATCC. You may be allowed to appeal the decision or reapply after addressing the reasons for denial. Contact the ATCC for guidance on how to proceed.
Do I need a separate application for each type of license or permit?
Yes, separate applications are required for each license or permit type. For example, if you are applying for both a Individual Storage Permit and a Wholesale Distributor License, you must submit separate applications for each, along with the associated fees and documentation.
What are the requirements for Workers’ Compensation coverage?
If applicable, you are required to provide evidence of compliance with Maryland Workers’ Compensation Laws when submitting your application. This is typically a certificate from your insurance company showing active Workers’ Compensation coverage for your employees.
Do I need a security bond for my license?
Certain licenses, such as those for wholesalers, importers, or distributors, require a security bond. The bond ensures that you comply with Maryland’s alcohol and tobacco laws and guarantees the payment of taxes. Check your specific application form to see if a bond is required.
How do I report changes to my business after obtaining a license?
If there are any significant changes to your business, such as a change in ownership, address, or management, you must notify the ATCC. In some cases, a new application or amendment may be required to update your license information.
Can I apply for multiple locations under one license?
No, separate applications are required for each licensed location. If you need to add additional locations, you must submit an “Additional License Location” form for each location, along with the required fee and documentation.
How do I request additional Vehicle Identification Cards (VIDs) for transportation?
 If you need additional Vehicle Identification Cards for the transport of alcohol or tobacco, you can complete the “Additional VIDs” form and submit it with the applicable fee. Each VID costs $10.00, and your vehicle must display this ID when transporting regulated products.
How do I apply for a permit or license?
You can apply for a permit or license by completing the appropriate application form specific to your business or activity. Forms can be found on the ATCC website or requested via email. Once completed, you must submit your application along with the corresponding payment to the Maryland Alcohol, Tobacco, and Cannabis Commission, either via mail as instructed on the form.

How do I get a permit and vehicle ID to transport alcohol into the the State of Maryland alcohol?
To deliver alcohol in Maryland, you are required to obtain a Transportation Permit from the ATCC. Depending on your needs, you may apply for one of the following specific permits: Public Transportation, Public Storage & Transportation, or Individual Transportation. Additionally, the vehicle used must be registered with the ATCC and display the appropriate vehicle ID for identification purposes. Application forms can be submitted via email or by mail.
How do I check on the status of my alcoholic beverages or tobacco products related license/permit application?

How do I open a wholesale business for beer, wine, and/or liquor?
Opening a wholesale business in Maryland requires obtaining a wholesaler’s license from the ATCC. The process involves submitting an application, paying applicable fees, and complying with zoning regulations, proof of insurance, bonding, and any other requirements for a particular license .
How do I open a Brewery, winery, or distillery?
To open a brewery, winery or distillery, you need to apply for the appropriate production licenses through the ATCC, such as the Manufacturer’s License. You will need to provide proof of local zoning approval, and permits related to health, safety, and environmental impact may also be required. You will also need proof of applicable federal license/permit status, proof of zoning approval, permits related to health and safety, and environmental impact certification may also be required.
How do I obtain a One-Day Alcoholic Beverages License?
A One-Day Liquor License is granted by Local County Liquor Boards for specific events, such as weddings or festivals. You must apply to the local liquor board in the county where the event will be held, and each board may have its own set of requirements for obtaining the permit.
How much alcohol can be imported into Maryland?
From within the U.S., one quart of alcohol is tax-free. If you are bringing alcohol from U.S. territories, such as Guam or American Samoa, one gallon is allowed tax-free. For alcohol brought in from outside the U.S., one gallon is permitted, but only one quart of it is tax-free.

How do I become a tobacco products (Cigarettes, Electronic Smoking Devices, and Other Tobacco Products) manufacturer, wholesaler, or retailer that operates in Maryland?
To become a licensed tobacco products manufacturer, wholesaler, or retailer in Maryland, you must apply for the appropriate licenses from the ATCC, depending on whether you’re involved in manufacturing, distributing, or wholesaling. To become a licensed retailer, you may apply with the Clerk of the Circuit Court in the jurisdiction where your business is located. Specific licenses are needed to sell cigarettes, Other Tobacco Products (OTP), or Electronic Smoking Devices.

I am a Tobacco Vending Machine Operator. How do I get a tobacco vending machine sticker?
Vending Machine stickers are issued by the State Licensing Bureau of the Maryland Comptroller. For tobacco related vending machine stickers, contact the Field Enforcement Bureau  at 410-260-7388. Stickers will be mailed to you after providing the required information, including your name, company name, and the number of vending machines you operate.
Who enforces Maryland’s cigarette and tobacco tax laws?
The ATCC’s Field Enforcement Bureau handles the primary enforcement of state laws governing tobacco products related businesses. Health and police agencies in each jurisdiction enforce laws related to underage tobacco access and use.
What is the current Maryland excise tax on cigarettes?
The current tax rate is $5.00 per pack of 20.
What is meant by the “Master Settlement Agreement”?
The Master Settlement Agreement (MSA) is a 1998 settlement between the tobacco industry and 46 states (including Maryland), as well as five U.S. territories. The agreement resolved numerous lawsuits related to the harm caused by tobacco products and required tobacco companies to make annual payments to the states while adhering to restrictions on advertising and marketing. The ATCC and the Office of the Attorney General are charged with enforcement of Maryland’s laws related to the Master Settlement Agreement.
How many cigarettes can a consumer bring into Maryland?
 No more than five cartons per person for personal use. Importing more than five cartons requires appropriate licensing and payment of excise taxes. Transportation of cigarettes for commercial sale without payment of excise tax is a felony. See Tax General TG 12-104 and TG 13-1015.
Can I order cigarettes over the Internet?
No. It is illegal to purchase cigarettes over the Internet.
What is the minimum age to buy or possess cigarettes?
21 years of age. See Criminal Law, 10-107.
Is there an age limit for selling cigarettes?
No, provided that proper work permits are in place.
Why can’t I smoke or vape in my workplace, a public building, or at a restaurant?
Maryland’s Clean Indoor Air Act prohibits smoking or vaping inside of public facilities and businesses in Maryland. See Health General 24-504.
What are fire safe cigarettes?
All cigarettes manufactured or sold in Maryland must be tested and marked as Fire Safety Performance Standards Complaint Cigarettes, sometimes called “Fire Safe Cigarettes.” Manufacturers must certify that these cigarettes are designed to reduce the risk of fires if left unattended. See Business Regulation BR 16-602.
How do I file a complaint against a retailer?
Complaints against tobacco products’ retailers who violate State laws, such as selling to underage persons. Such complaints may be filed with the ATCC Tips, your local law enforcement agency, or your local health department.
What are common terms in the tobacco industry?
- OTP (Other Tobacco Products): Products other than cigarettes, like cigars, chewing tobacco, and snuff.
- Cigarette Excise Tax: A tax imposed on wholesalers when purchasing cigarette tax stamps.
- Tax Stamp: A stamp that must be affixed to cigarette packs to show that the excise tax has been paid.
