Regulatory, Licensing and Administrative Services Division
The Regulatory, Licensing & Administrative Services Division (RLASD) oversees the alcohol and tobacco licensing and permitting process for entities doing business in Maryland. This division ensures that all market participants are properly licensed and compliant with state regulations, helping to create a safe and well-regulated marketplace. In addition to managing the issuance of licenses and permits, RLASD provides administrative support for the ATCC and ensures that all regulatory procedures are followed.
RLASD Units
The RLASD Division is comprised of four key units, each dedicated to a specific area of regulation and support within Maryland’s alcohol, tobacco, and cannabis industries. These units work collaboratively to ensure efficient licensing, fair trade practices, data-driven research, and smooth internal operations, all with the goal of upholding regulatory compliance and promoting public safety.
Licensing Unit
The Licensing Unit is responsible for managing the application, renewal, and processing of all alcohol and tobacco licenses doing business in Maryland. Whether you’re a new business looking to enter the market or an existing business renewing your permit, this unit provides all the necessary forms, guidelines, and resources to ensure compliance with state laws. The RLASD ensures that all licensing procedures are conducted efficiently, safeguarding the integrity of Maryland’s alcohol and tobacco markets.
Trade Practices Unit
The Trade Practices Unit ensures that businesses adhere to fair trade regulations and ethical practices within Maryland’s alcohol and tobacco industries. This division monitors pricing for fairness, investigates distribution and marketing practices, and enforces regulations to prevent unfair advantages. Additionally, the team informs businesses about what they are authorized and prohibited from doing in the market to ensure compliance with State laws. By protecting consumers from deceptive practices and maintaining a fair marketplace, the Trade Practices Unit supports healthy competition and market stability.
Research, Education, and Public Health Unit
The Research, Education, & Public Health Unit provides critical insights into industry trends, economic impacts, and regulatory effectiveness. By conducting studies and compiling data on Maryland’s alcohol and tobacco industries, this section helps inform policy decisions, regulatory updates, and the development of industry best practices. The research conducted here plays a vital role in shaping Maryland’s future regulatory landscape, ensuring the ATCC’s decisions are data-driven and in line with public safety goals.
Administrative and
Financial Services Section
The Administrative & Financial Services Section supports the day-to-day operations of the ATCC. This division handles key administrative functions, including finance, procurement, and human resources management. By ensuring smooth internal operations, the Administrative Services team helps the ATCC deliver on its mission to promote public safety and regulatory compliance across Maryland’s alcohol and tobacco industries.
