GLEN BURNIE, MD – The Maryland Alcohol, Tobacco, and Cannabis Commission (ATCC) is one pillar of our State’s licensed and regulated cannabis framework. We support the Maryland Cannabis Administration (MCA) to ensure that licensed cannabis businesses provide thoroughly tested cannabis through responsibly operated dispensaries, processing businesses, and grow facilities. ATCC’s Field Enforcement Division investigates businesses that sell cannabis without a license and secures unsafe products that ignore Maryland’s packaging, labeling, and THC content requirements.
This spring the ATCC received complaints of illegal THC sales in several stores in Anne Arundel County, and has worked with County law enforcement and the health department to complete several significant investigations.
On March 10, 2026, ATCC, in coordination with Anne Arundel County Police and the DEA, executed a search and seizure warrant at One Stop Café Smoke Shop, located at 1201 Crain Highway in Glen Burnie. Investigators seized approximately 7.4 lbs. of cannabis flower, 2,004 THC pre-rolls, 1,650 THC gummies, 644 THC vapes, and various other THC concentrates, liquid tinctures, and edibles. The operator of the business has been charged with selling THC products without a license.
On April 1, 2026, the ATCC working with the Anne Arundel County Police Department’s Eastern District Strategic Patrol Team and Quick Response Team, executed a Search and Seizure Warrant at the Best Buds Smoke Shop located at 601 Hilltop Road in Orchard Beach. Investigators located illicit cannabis and cannabis related evidence, including approximately 6.5 lbs. of cannabis flower, 979 THC pre‑rolls, 484 individual THC gummies, 307 THC vape products, 197 THC beverages, various THC edibles and concentrates, and packaging materials including a roll of MCA decals. Investigators also seized 4 firearms and other controlled dangerous substances including suspected psilocybin, methamphetamine, MDMA pills, and LSD strips. Criminal charges related to this investigation are pending.
